The hole in the fence is a block from the security checkpoint at the entrance to the cruise ship dock.

Back up to the corner
Once inside the fence, walk this way - you will pass the Comisariato on the left, but you will be on the correct side of the fence this time. Watch your step the whole way - don't want to sprain an ankle! Insect repellant might not be a bad thing, either. Insects weren't bad, but there were some.
Just before it ends, there is a turn off.. Looking back out
